Position Of A Programmable Thermostat?

I run a 37 unit motel in Niagara Falls, my Mechanical room is in a 25X25 small basement, the boiler for the hot water tank and the boiler for the heating system is there, so is the thermostat dial type. The room is always over 25deg. And it tricks the boiler to go on to supply heat to the rooms, do I set up the new stat low to the ground???
