How Do I Know If Ac Needs Repair?

Please help! It is 70 degrees in the house I want it cooler so I went to turn the thermostat down and the unit outside came on but no air came from the ducts and made a sound like it wanted to come on but sort of rattled. I have been screwed in the past by AC guys trying to over charge me so I really don’t trust anyone. Want a heads up before I call one, so I at least know what I am talking about.
The AC has always ran fine, routine maintenance and changing of filters. The outside unit comes on but the air inside never comes on. Someone please help!
