What Could Be Wrong With My Moms Air-conditioner?

My mom has gone through so much with her air-conditioner. It works well in the winter (the heater), but during the summer it does not blow enough air through the vents to cool the house. Last year the temperature rose to 91 degrees and my brother who is mentally handicapped went through so much. We had to take him to the mall because of it, he doesn’t talk so he couldn’t express to us what he was feeling (he’s 27 years old). This year my mom had a couple of friends go over to check the unit out, and both said that the ducts, thermostat, and freeon levels were fine. The house warranty has expired so it’s no longer covered, but even when my mom first purchased that model home the unit wasn’t working well and the company kept telling my mom there was nothing wrong with it. The unit is about 10-11 yrs old and is on the roof top. My mom lives in hanford california. Can anyone give us advise or know of someone in the area who can help? We need your advise and are dreading the summer.
